It seems to me that it fools the car into thinking it is colder than it actually is, and therefore enriches the fuel - am I right?

Yup. This box holds a 10p resistor with the same function set of a broken air intake temp sensor
It is worth a little but only if you need the specific resistor for something else
"Chip" is rather far fetched but maybe they now sell resistors in FPGA packages to make it look more complicated
"Chip tuning" for the M62 is entirely possible by downloading the desired set of ignition/fuel data into the DME. The M62 has a flashable Siemens 5.2.(1) DME same as the E38 pre TU.
Pretty sure there are specialists of non-Polish origin in the UK offering such services. Also pretty sure that you will love the result only find no place to test the removed speed limiter

Thanks Reinhard - I was suspicious.
With the major autobahn (M1) in the UK virtually all of it Average Speed restricted to 50MPH, there is little scope for taking the car above 70 MPH. I have the 3.91 diff fitted so my top speed is circa 120MPH anyway.
